It is hard to say from just a picture, but my best guess would be a crabapple tree. They come in many varieties and are shaped like that and have pink blooms in the spring ranging in color from light pink to deep pink and pinkish-purple depending on the variety. The leaves are oval in shape and are very attactive and often have redish color on the underside of the leaf.
To make sure, I would suggest asking your neighbor. I bet she will be flattered that you find her tree attractive. Let me know what you find out, as I am curious. It is a beautiful tree and I can see why you like it.
